<p>The Sweeper Roundtable was attended by more than forty people and had discussion topics including onsite fueling/above ground tanks, sweeping waste and disposal, union/non-union labor agreements, and, of course, some discussions on third party service providers. The discussions were very interesting and full of great ideas.</p>

<p>There are many indicators of company health and some of them are not what is typically expected. An example of one type of indicator is Google Analytics. This indicator measures the who, what, when and where of who’s visiting your company website, where they are coming from and where they are going. This indicator will bring marketing and communication perspective. </p>
<p>Actual face time with key decision makers is critical. Living in the fast paced world that we do, we often forego the one-on-one time with customers for the convenience of electronic communication. The art of verbal communication is key to the sales department of your company because clients feel more comfortable entering transactions with people they know or with whom they have a relationship.</p>
<p>Measure quality and profitability using your GPS systems. Key measurements come from the exceptions. Check to see if reports vary as seasonal shifts can show profitability. Run time analysis, and if something is different, find out why. Measure safety within the organizational walls, as well as on the job site. Find out what the actual cost of accidents are and let operators know. DOCUMENT, DOCUMENT, DOCUMENT safety meetings by having employees sign in. </p>
<p>By stepping back to take a snap shot of your company, you may discover a wealth of information. <p>In addition, applicants are required to sign the NAPSA Code of Ethics. The Code of Ethic’s requires commitments in the following areas:<br />
• General Obligations<br />
• Client Obligations<br />
• Employee Obligations<br />
• Safety Obligations<br />
• Professional Obligations</p>
<p>The CSC designation is a great marketing tool. When displayed on documentation, websites and other marketing material, the CSC designation sets the company apart from other sweepers. Griffin Parking Area Maintenance and Maintenance Systems of Ohio have now earned this advantage!<br />
All CSC sweeping companies can be found on the NAPSA Contractor Locator under their state and are listed as certified.</p>

<p>You may be asking yourself, what does being a NAPSA Director require? Below are some typical responsibilities: </p>
<p>• Directors actively participate in conference calls and attend the winter board meeting<br />
• As designated committee chairs or liaisons, Directors will remain fully aware of committee activities, charges and recommendations<br />
• As needed, Directors present committee reports at Board meetings as the committee chair or in the absence of the committee chair<br />
• Directors will keep the Board of Directors and staff  informed of developments and happenings in the power sweeping industry<br />
• Directors will submit information about upcoming meetings, workshops and other items of interest for NAPSA News and the website<br />
• Directors will participate in the NAPSA mentoring program<br />
• As members of the NAPSA Board, Directors will actively recruit new members.</p>
<p><strong>Profile of a NAPSA Board Member</strong></p>
<p>A board member should be willing to commit to the majority  of the following attributes:</p>
<p>• Be a regular member in good standing<br />
• Officers must have served at least one year on the Board  prior to being eligible<br />
• Attend the annual meeting of the Board of Directors  every year<br />
• Attend monthly teleconference meetings on a regular basis<br />
• Have leadership and management experience in their firm<br />
• Be a team player<br />
• Respect the views of the board members<br />
• Willingness to move out of their comfort zone in order to fulfill board responsibilities<br />
• Full support of their firm for board commitments<br />
• Understanding of strategic, operational and financial issues and how they impact the effective functioning of the board<br />
• Be prepared to be accountable for fulfilling their role and responsibilities on the board.</p>
<p><strong>Expectations of a NAPSA Board Member</strong></p>
<p>The board member should meet the following expectations:</p>
<p>• Be professional and act like a leader at all board sanctioned activities<br />
• Prepare for and attend all board meetings so as to participate knowledgeably and meaning fully in all discussions and deliberations of the board<br />
• Make decisions based on independent assessment that considers the objectives of NAPSA<br />
• Keep abreast of trends and factors that impact the power sweeping industry<br />
• Participate positively in discussions and strive to reach decisions of the board by constructive discussion and consensus<br />
• Act with integrity and honesty with actions being guided  by the best interests of the board<br />
• Bring personal knowledge and experience in a positive manner to all discussions of the board<br />
• Complies with the ethics established by NAPSA<br />
• Is accountable for and supports decisions that are made collectively by the board<br />
• Knowledge of and commitment to a director’s fiduciary responsibilities and standards of care, including confidentiality obligations, due diligence and loyalty.</p>
<p><strong>Board Make-Up</strong></p>
<p>The NAPSA Board is comprised of five officers (Immediate Past President, President, Vice President, Secretary and Treasurer) and six contractor directors and four associate directors. Director terms are two years. All Board members begin their term at the Annual Business Meeting, which is normally held in February.</p>
<p>Members eligible for Board nomination must be members of the Association with dues paid current. Officers MUST serve as a Director for at least one year before being eligible to serve. Associate Directors may serve as an officer as Secretary or Treasurer only. </p>
<p>Nominee Resumes will be solicited from eligible members via blast e-mails and are due no later than October 14, 2011. </p>

Renamed Pavement LIVE, the four-day event, held November 30 through December 3, is moving to San Diego’s Town and Country Resort &#038; Conference Center. Along with the new location, the event is receiving a major overhaul in response to contractors’ changing needs. Live outdoor equipment demonstrations and an extra day of conferences round out the changes to the event.<br />
Plans are underway to offer equipment demonstrations for sweeping, seal coating, crack sealing, infrared repair, and pavement marking. Schwandt said milling, paving, and patching demonstrations are also a possibility.</p>
<p>Adding an extra day to the event makes room for eight additional workshops and seminars, increasing the total number of educational sessions to 39. Conference topics center around enabling contractors to diversify services, learn advanced techniques, increase sales, and manage their business. In addition to the live demonstrations and conferences, top companies will display equipment, tools, products, and services in the exhibit hall. </p>

Fixed or variable, companies in today’s market are taking a long and hard look at where costs can be trimmed in order to balance budgets. Sometimes it takes spending a little time and effort, and maybe money, to make money. Here are some areas of improvement that can ultimately affect your bottom line positively:</p>
<p>• Review any insurance loss history. Determine the action that led to the incident and plan how this can be corrected. Remember efficient crisis containment begins with preparedness. Spend some time looking at the “what ifs”. Determine what action would be needed to minimize human or asset loss. </p>
<p>• Train your employees in safety as well as proper equipment use. Develop a written program that can be implemented and monitored for both of these areas. Review the plan annually and add or refine as needed.</p>
<p>• How are your hiring practices? Background checks, drug/alcohol testing and motor vehicle reports will save your company from costly hiring mistakes. </p>
<p>• Maintain your equipment properly and routinely. “An ounce of prevention is worth a pound of cure” so once again, be prepared.</p>
<p>Participate in industry groups such as the North American Power Sweeping Association. By joining your industry’s association, you are making a commitment to improving your business and industry. The benefits of membership are as valuable as you want to make them. This atmosphere continues to roll out across the United States. NAPSA has formed three committees to specifically monitor and maintain the ever changing requirements. One of these committees, the California committee, has taken a proactive stance on clarifying requirements for sweepers. </p>
<p>The California Committee is currently working toward clarification on implementation dates for the On Road Bus &#038; Truck Rule as well as how the Portable Engine Registration Program (PERP) rule as it affects sweepers. NAPSA CA asked<br />
for a meeting with the California Air Resource Board (CARB)<br />
to get clarification.</p>
<p>Three days prior to the meeting members and other industry invitees had a marathon 2+ hours conference call to pool the collective understanding and clarify the questions we wanted answered during our meeting.  </p>
<p>Friday March 18, six members traveled to Sacramento to meet with Tony Brasil, Chief HDD Implementation Branch as well as members of his staff and represent of the Portable Engine Rule. Many more NAPSA members participated via conference call.  </p>
<p>It was announced during the call that the reporting date for this year, has been postponed until April 29, 2011 for fleets with street sweepers with Tier 0 engines. Currently Tier 0 engines are limited to 450 hour per year, must have an “SW” posted on each door and report to CARB hour meter readings.</p>
<p>The meeting was frustrating in that some items were clarified, while other unforeseen issues were brought to our attention. Such as that now “light” sweepers (those below 26k gvw) are no longer eligible for retirement credits.<br />
CARB staff acknowledging the conflicting and confusing regulations agreed to another meeting and to put together a FAQ for sweepers. If you have sweepers in California with at least 2010 model year propulsion engines and Tier 4 auxiliary engines, you can ignore these rules and there are no compliance or reporting required at the state level. Local districts may have additional rules that will still require permitting or an escape into the state rules.</p>
<p>If you have sweepers older than the above, it is extremely important that you pay close attention to The On Road Bus &#038; Truck Rule and the Portable Engine Rule. You can expect some updates and clarifications to the Bus &#038; Truck Rule to come out in April or May 2011. Visit http://www.arb.ca.gov/msprog/onrdiesel/onrdiesel.htm for more information. </p>

<p>Issues such as this are affecting sweepers all over the United States. NAPSA proactively works toward reasonable legislative requirements.
